The trade routes near the Obari Reach are plagued by all manner of pirates. Many sea raiders operate independently and owe allegiance to no one, but some pirates have banded together in a loose confederation known as The Brotherhood of the Sea.
Based in the pirate haven of Bloodbay on the Obari sub-continent, the Brotherhood is ruled by a council of five High Captains, who hold sway over the dozen or so captains beneath them. Once every two years all the captains in the Brotherhood gather in Bloodbay to trade and elect the High Captains.
